The volume spike happens when you are using a streaming service (IHeart, Spotify, Pandora, etc.) and the Party Bar app at the same time. When you are using a streaming app and then open the Party Bar app, the volume goes up because both the Party Bar app and the streaming service are trying to control the volume.
